Membership Details and Guidelines
Members and intending members are to acquaint themselves with the following
- Membership Policy and Guidelines
- Rules and Guideline to Professional Examinations and Qualification
A candidate Quantity Surveyor shall be a person whose name is entered in the Institute sub register as a candidate who is willing to undertake a registration route for the category of
Professional Quantity Surveyor. This category comprises students and graduates.
- Entry Requirements for QS student:
- Being a student pursuing a degree in Quantity Surveying /Building economics, Cost Engineering from a recognized university or Institute of Higher learning.
- A member who showed interest in being a member of professional body through the student association.
- Recommended by a recognized student association
- The entry /Application is free of charge unless otherwise determined by the council
- Annual Membership Requirements for students:
- Every registered student member shall be the one fulfilling the requirements of student association at University/College level.
- Entry Requirements for a graduate Q:
- Being a graduate with a degree in Quantity Surveying /Building economics, Cost Engineering from a recognized university or Institute of Higher learning.
- Showing interest in being a member of professional body through completing an application.
- A copy of proof of student association membership. Lack of proof of student membership will attract a fine of RWF 30,000 payable to support the student association. However, this requirement shall not apply to candidate with degrees from foreign university.
- The entry /Application is RWF 10,000 or as it may be otherwise determined by the council.
- The council reserves the right to amend applicable fees
- Membership Requirements for graduate:
- Every registered graduate member shall pay subscription fee of RWF 300,000 for the APC (Assessment of professional competence) or as it may be otherwise determined by the council. However, this due payment can be done in instalments
determined by the candidate starting from the date of acceptance of his/her application towards the date of the professional examination. - A graduate member will be issued an acknowledgment letter valid for a period of two years counted from the date of his/her application. The proof of membership letter shall be required before sitting for professional examination.
- A candidate shall submit annual signed report approved by professional trainer/mentor (Who is a registered professional Quantity Surveyor) and these reports will be among the requirements for professional examination

- Every registered student member shall pay a subscription fee of RWF 5,000 or as it may be otherwise determined by the council.
- Entry Requirements for a graduate Technician QS:
- Being a graduate with a diploma in Quantity Surveying /Building economics, Cost Engineering from a recognized university or Institute of Higher learning.
- Showing interest in being a member of professional body through completing an application.
- A copy of proof of student association membership. Lack of proof of student membership will attract a fine of RWF 30,000 payable to support the student association. However, this requirement shall not apply to candidate with degrees from foreign university.

- Membership Requirements for technician graduate:
- Every registered graduate member shall pay subscription fee of RWF 200,000 for the APC (Assessment of professional competence) or as it may be otherwise determined the council. However, this due payment can be done in instalments determined by the candidate starting from the date of acceptance of his/her application towards the date of the professional examination.

A Professional Quantity Surveyor shall be a person whose name is entered in the Institute register as a Professional Technician Quantity Surveyor A Professional Quantity Surveyor will be given a Certificate and Stamp to practice the QS profession.
- Entry Requirements for Professional QS :
- Being an active technician Quantity surveyor member for at least 10 years
- Having passed an APC (Examination) prescribed by the Council
- Annual Membership Requirements for Professional QS:
- Stamp fee of RWF 50,000 for newly registered member in this category
- Every registered technician member shall pay an annual subscription fee of RWF 200,000 for a membership certificate or as it may be otherwise determined the council.
- Submission of annual report with CPD points indicating annual participation in
A Technician Quantity Surveyor shall be a person whose name is entered in the Institute sub-register as a Technician Quantity Surveyor who is willing to undertake a registration route for the category of Professional Technician Quantity Surveyor. A technician Quantity Surveyor will be given a recognition certificate from the Institute. The stamp shall be issued after upgrading this category to a professional Technician Quantity Surveyor.
- Entry Requirements for Technician QS:
- Being an active candidate technician Quantity surveyor member for at least two years.
- Having passed an APC (Examination) prescribed by the Council.
- Annual Membership Requirements for Technician QS:
- Every registered technician member shall pay an annual subscription fee of RWF 50,000 for a membership certificate or as it may be otherwise determined the council.
- Submission of annual report with CPD points indicating annual participation in the development of the QS profession before renewal of the practicing license.
A Professional Technician Quantity Surveyor shall be a person whose name is entered in the Institute register as a Professional Technician Quantity Surveyor A Professional technician Quantity Surveyor will be given a Certificate and Stamp to practice the QS profession.
- Entry Requirements for Professional Technician QS :
- Being an active technician Quantity surveyor member for at least 10 years
- At least 3 CPD certificates for the last three years
- Having passed an APC (Examination) prescribed by the Council.
- Annual Membership Requirements for Professional Technician QS:
- Stamp fee of RWF 50,000 for newly registered member in this category
- Every registered technician member shall pay an annual subscription fee of RWF 200,000 for a membership certificate or as it may be otherwise determined the council.
- Submission of annual report with CPD points indicating annual participation in the development of the QS profession before renewal of the practicing license.
Any other specified categories that may be determined by the National Council Board for Quantity Surveying Profession.
