The Rwanda Institute of Professional Quantity Surveyors (RIQS) is the statutory professional regulatory body established under Law No. 023/2025 of 01/09/2025 to regulate, monitor, and promote the Quantity Surveying profession in Rwanda.
The journey of Quantity Surveying in Rwanda began in 2009/2010 with the introduction of academic training at the University of Rwanda - College of Science and Technology (formerly KIST). The profession's footprint expanded in 2012 when the Government of Rwanda extended Quantity Surveying programs to Rwanda Polytechnics (IPRC Kigali), and further to IPRC Huye in 2020/2021.
Following the graduation of the first cohort in 2013, graduates established the Association of Quantity Surveyors of Rwanda (AQSR) in 2014. The profession initially operated as a chapter within the Rwanda Institute of Architects before evolving into the autonomous RIQS in 2022, authorized by the Ministry of Infrastructure (Ref. N°1205/cab dated 24th October 2022).
To expand, the Cabinet approved the draft law governing the professions of Architecture, Engineering and Quantity Surveying on October 18, 2024. Subsequently, in a plenary vote on November 5, 2024, the Chamber of Deputies approved the relevance of a draft law, marking a significant milestone in strengthening the legal framework of these professions in Rwanda.
Rwanda Institutes of Professional Quantity Surveyors’ vision is to be “a world class Institute that promotes the advancement and practice of Quantity Surveying profession in Rwanda”.
The mission of the Institute is to develop, promote and advance quantity surveying profession in Rwanda through enhanced awareness of the profession, regulation and capacity building of its members to ensure that they are competent and competitive on the national, regional and international professional quantity surveying job markets.
