The Council for the Quantity Surveying profession in Rwanda was established in 2014 by the association of Quantity Surveyors of Rwanda prior Joining the Rwanda Institute of Architect as a legally established body since 2012. In 2015, the QS council was accommodated as a Chapter under Rwanda Institute of Architect. After benchmarking with standard professional practice in both EAC and Commonwealth Countries as well as best international practice, the Ministry of Infrastructure (MININFRA) authorized the Rwanda Institute of Quantity Surveyors (RIQS) to provisionally operates (See MININFRA letter Ref. No 1205/cab.M/22 dated 24 October 2022) as a way of promoting related professional practices. It is to note that the institute will be fully operating after getting the law establishing the Institute and regulating the QS profession in Rwanda.
Contributing to sustainable development of Rwanda by promoting and gatekeeping the ethics and standards for construction and infrastructure economics through the provision of world-class construction cost and procurement management services to the construction project owners, developers, government bodies, designers, and contractors at every stage of the designs, procurement and construction/ Execution process in order to ensure that a return on investment is adhered to.
Across the World, the term’ Quantity Surveyor “is known under various names such Cost Estimator, Cost Planner, Cost Manager , Cost Engineer , Cost Consultant ,Construction Cost Expert, Construction contract Manager, etc.
Despite having various names attributed to the Quantity Surveyor, the Quantity Surveying profession is all about the provision of expertise in the planning and management of construction costs and construction contracts. Hence a cost element is a very key concern of any building and infrastructure projects necessitating the need of a Quantity Surveyor in any type of construction Project.
