Membership Requirements and Guidelines
For a person to be licensed by the Institute to practice the profession, shall first become its member and be registered on the Roll of Members of the Institute as a professional a candidate member or a support member.
Requirements:
- Application letter (The letter should indicate a category grade of membership, refer to membership pathways in attachment No. 1).
- A passport size photo in PNG or JPG format and hard photo.
- Filled & Signed Case Study (Case study template, refer to the attachment No. 2) or other recognized membership certificates, practicing licenses and recommendation letters for foreign applicants.
- Copy of notarized academic degree(s) (A0 or A1) (Rwandans with foreign academic qualifications should submit equivalence certificates issued by Higher Education Council (HEC).
- Copy of Colored National Identity Card or Passport both hard and soft in JPG or PNG format
- Foreign practicing license (non-Rwandan only)
- A signed recommendation letter from a professional Registered Quantity Surveyor (Mandatory for those who are applying for professional and Technologist membership category).
- A copy of the updated Career Statement or Curriculum Vitae (CV)
- At least two (2) copies of certificates of participation in the activities of RIQS such as CPDs, etc. (Certificates from RIA/QS chapter are also acceptable).
- Proof of having been an active member of student’s association or RQSSA recommendation (Mandatory).
Proof of Payment of non-refundable application fee of Rwf 10,000 paid through MoMo Pay *182*8*1*604516# or Bank Account No. 4414006929 (RWF)/ 4414006937 (USD) opened at BPR/KCB Bank Rwanda, both under the names of RIQS.

Pathway 1 (Diploma qualification (A1)

Pathway 1 (Diploma qualification (A1)
- Completed a Diploma in Quantity Surveying. Foreign qualification to have equivalence issued by HEC.
- Have a minimum of two years (2) of quantity surveying work experience since completing the qualification (Graduation) you are eligible to a Technologist QS category. less than 2 years, you are eligible to a Graduate Technologist QS category.
- After passing a prescribed Assessment for Professional Competency you will become a Technologist QS member.
Pathway 2 (Bachelor of Technology Qualification (BTech)
- Completed a Bachelor of Technology in Quantity Surveying. Foreign qualification to have equivalence issued by HEC
- Have a minimum of two (2) years of quantity surveying work experience since completing the qualification (Graduation), You are eligible to a Professional Technologist QS category.
- After passing a prescribed Assessment for Professional Competency you will become a Professional Technologist QS member.
Pathway 3 (Degree Qualification-Ao or MSc)
- Completed a Bachelor or A master degree in Quantity Surveying; (foreign qualification to have related equivalence issued by HEC)
- Have a minimum of two (2) years of quantity surveying work experience since completing the qualification (Graduation). You are eligible to a Professional QS category. Less than 2 years, you are eligible to a Graduate QS Category.
- After passing a prescribed Assessment for Professional Competency you will become a Professional QS member.
Pathway 4 (Reciprocal Membership)
- Applicants may apply for admission to RIOS if they hold an eligible membership of one of an approved International Professional QS Body/Association or a body which has Signed a Mutual Recognition Agreement (MRA) with RIQS.
- Foreign applicants may apply for admission to RIOS if they hold an eligible membership of the Association of their country of origin signed a Mutual Recognition Agreement (MRA) with RIQS.
- Applicants for Reciprocal Membership must provide a letter from their Association/ Body that provides proof of their current membership status and that they have no outstanding complaints.
- After complying with all the requirements, you will be either a professional/technologist QS member or a visiting member.
Pathway 5 (Exceptional Qualification)
- The RIQS Council may exempt an applicant from the above pathway criteria at its discretion and award RIQS membership as a Special Case based on the member’s level of experience and contribution to the advancement of the Qs profession in Rwanda.
- The council shall therefore determine an appropriate category of such member.
